Application to Increase Water rates at Heritage Pointe

The current water rates have remained the same ($40/mo. fixed plus $1.40/meter cube variable charge) since nearly the beginning of the development. The originally PUB (now AUC or Alberta Utilities Commission) approved rates were actually significantly higher, however, the developer chose to remain with the lower rates to encourage sales of lots during the period which the number of homes serviced could not support achieving a rate of return on the facilities and operating costs. Even though the number of homes has now increased to about 650, Corix now believes that the revenue from the current rates for 2009 will not be sufficient to achieve a normal public utility rate of return and they have applied to the Alberta Utilities Commission for an approximate 23% increase (fixed charge to $50 per month and average variable charge to $1.71 per cubic meter). The actual percentage increase will depend on the amount of water used in the summer months($1.56 up to 30 cubic meters per month; $2.34 from 30 to 60 cubic meters; and $4.68 over 60 cubic meters to discourage high irrigation consumption).
The application is being administered under rule 011 of the AUC which provides that the AUC will audit the application and meet with an appointed group of residents to assist them in evaluating whether the application is fair and reasonable under the AUC act and recommend any changes to the application.
